Topic: A Practical Conversation About PMO Beginnings
Organizations are increasingly relying on the creation of PMOs (Project Management Offices) to support the implementation of key strategic initiatives.
But unlike the establishment of other organizational functions; the creation of a PMO is often riddled with unconventional challenges. Studies have shown that up to 75% of companies that set up a PMO shut it down within 3 years because of unrealized enterprise value.
A PMO that is structured to fulfill the specific needs of the organization or the business vertical is supporting will stand a better chance to deliver long-term value. Whether a PMO is organized to deliver initiatives in a traditional, an Agile, or a hybrid approach; there are key organizational factors any leader establishing a PMO must address. These organizational factors are pervasive across companies and are instrumental in defining the structure, composition, and path to value-delivery for any PMO.

Fila Bertrand offers about 15 years of management experience in the petroleum retail and personal storage industries, driving achievements in operations, information technology project management, and Program Management Office implementations. Throughout his career, Fila has capitalized on job challenges to strengthen his leadership skills across multiple disciplines while developing an academic interest for organizational change.
Recently, Fila successfully implemented and directed the first Project Management Office for PODS Enterprises. The IT PMO oversaw the Product Ownership, Business Analysis, Project Management (traditional and Agile), Release Management, and IT Communications functions. As head of the IT PMO he assisted corporate and IT leadership in shaping organizational and strategic decisions through the management of the enterprise IT projects portfolio while promoting IT service delivery governance across all business areas and corporate functions.
Fila holds a Portfolio Management Professional (PfMP) certification by the Project Management Institute (PMI) and is also a Certified Change Management Professional (CCMP) by the Association of Change Management Professionals (ACMP). He attained his Ph.D. in Management from Northcentral University soon after moving to the Tampa Bay area 4 years ago. He enjoys discovering new places in the tri-city area and believes in personal development through continuous knowledge-sharing.
